Abstract
As an emerging industry, marine renewable energy development may impact many stakeholder groups and the marine environment, and it will involve several levels of government. Therefore, the Province of Nova Scotia has committed to creating marine renewable energy before allowing commercial scale projects. In this context, the province is seeking stakeholder input as it develops a marine renewable energy policy and its enabling legislation. The purpose of this discussion paper is to generate an informed and helpful public conversation aimed at finding the best way forward, with a focus on Regulation, Development, Balance of Interests, Support, and Public Benefit.
