Abstract
In order to make good use of marine resources, European Union (EU) has a great interest in developing marine platform including renewable energy, tourism, aquaculture and transportation. Marine renewable energy platform refers to construction of offshore wind farms, ocean thermal energy conversion, tidal and currents energy conversion and wave energy conversion. Taiwan has explicitly scheduled these in “White Paper on energy industries” as well, which means that there have some relevant projects already been planned. The installations will likely result in negative influence on natural habitat and pollution, or positive benefits such as reducing emission of greenhouse gas and fuel saving, but these effects won't be estimated properly into traditional cost-benefit analysis(CBA).
This study applied environmental impact assessment (EIA) theory to compute the real value of all the factors that mentioned within marine renewable energy projects and cases. Using environmental CBA within decision support model, my study provides some recommendations regarding future constructs, establishes EIA framework, and can be seen as a consultant to decision maker and stakeholders.
The model constructed in this study can worth the value of every environmental cost-benefit factors and profits under different type, sites and limited circumstances of marine renewable energy installations.
I analyze the offshore wind farms, tidal currents energy conversion and wave energy conversion projects form discount rate 5.25% to 9.75% under parameters and variables come from Penghu. The number of all benefit-cost ratios are over 1.0, represented these plan own their feasibilities to a certain extent. However, every single item inside the part of environmental costs shouldn't be ignored and ought to be decreased as possible since it stands for damage to the nature.
