Abstract
OW Ocean Winds East, LLC (Bluepoint Wind) is a partnership between Ocean Winds (OW), an international offshore wind energy company created by EDP Renewables and ENGIE (50:50), and New York-based Global Infrastructure Partners.
Bluepoint Wind was awarded offshore lease area OCS-A 0537, herein referred to as the Lease Area, in February 2022 by the U.S. Bureau of Ocean Energy Management (BOEM) in the New York Bight area (see Figure 1). Bluepoint Wind intends to develop a state-of-the-art offshore wind power project within the Lease Area, associated export cable route and onshore facilities, herein referred to as the Project. The Lease Area is located 38 nautical miles (nm) (70 kilometers [km]) off the coast of New York and 53 nm (107 km) off the coast of New Jersey, has an average water depth of 180 feet (ft) (55 meters [m]) and is estimated to have the capacity to generate up to 1.7 gigawatts of electricity.
This Progress Report is prepared in accordance with Section 3.1 of the Lease OCS-A 0537, which requires that Bluepoint Wind submit a semi-annual progress report (Progress Report) to BOEM every six months from the date of the lease effective date by BOEM (May 1, 2022), through the approval of a Construction and Operations Plan (COP). This report covers the period from May 1, 2022, to November 1, 2022. The purpose of this Progress Report is to document overall Project progress and engagement activities undertaken with Tribes, parties, and stakeholders applicable to the Project over the prior 6-month period.
